The manual and the Compendium list a 5th level Wizard spell named Mortifer's Soul Whip. However, the only 5th level spell my Wizards have is Mind Control. Was this spell listed under the wrong level/class, or is it just not available?

It is a bug, sorry. The spell will be made available with the next update.
