I bought the expansion on my iPad, and use the iCloud save to also play on my phone. However, on my phone it recognizes the dc character, but I cannot change to a dc, cannot access the expanded coast lands (dragon blocker shows up) and the little + next to eq do not show up. I'm thinking I should only need to buy one expansion, right?
Yes, indeed. Buying the expansion sets a flag on your device, it is nothing anchored in your saved games.
So please buy the IAP from your other device again - you will not be charged twice.

I was wondering about having to buy the IAP on both devices too. Glad I will only be charged once. What do you mean by the little plus next to eq?
Buying the expansion on a second device does work -- thanks.
The little + shows up next to eq that is statistically better than what your character has equipped. Example if you were wearing heavy chainmale of forgus (no rune) and got plate of forgus, the + would show up next to the non worn item that appeared to be better, in this case the plate.
