I just ran a new magician up to level 16 without buying spells. I thought I'd try to change class directly to see the warning message you get if you have not bought all the spells. The character is not listed as eligible until I bought level two and three spells. For the rest of the levels you do get the warning until the character has all the spells of the class being left.

Yes, this is intended.
You are eligible only if you have at least the level 3 spells.
This is pointed out in the compendium on page 64. Perhaps I should make that clear in the standard help file, too.
After that, your spells are checked against completeness.
