For some reason can't spend money to resurrect dead characters or buy new spells. Otherwise money function works ok. What gives?

the character who is to buy a spell has enough money, you checked that?
Then I suggest sending me a recent save game file so that I can try to reproduce it.

The problem is your bank account in the game. It shows a balance of -2818 gold, this money is subtracted (added, to be correct) upon transactions such as temple services and spell training. Normally it would not be possible to have a negative bank account, but due to a bug in the actual version, it IS possible under certain circumstances.
This does not mean that you have lost money, it was merely withdrawn from the bank instead of a character.
To fix your problem, you have to earn some more money, so that your funds are sufficient.
The next time you pass by the bank, please deposit gold, so that this won't confuse you anymore :-)
The bug will be fixed with update 2.1.8.

There was a minor bug that was fixed many versions ago.
