I cannot use this ruin at all? Is this a bug?

Mithril Runes work for me. Are you at the smith in the mines? Do you have an item that can be enchanted on the same character who carries the rune?

The smith in the Dwarven Stronghold will enchant with a Mithril Rune. Not all items can be enchanted.
