I'm not sure if this is a bug or an error in the documentation, but the Horn of Arsyth is listed as casting Hesitation, which affects all enemies within 90'. However, the Horn of Arsyth casts Hesitation on only one monster group at a time.
Still pretty cool, though -- with that and a Horn of Sodar, my Bard is feeling like an Archmage!
