Wind controls - ID: 1128

I still haven't figure what these do. I set them to the setting from the pirates "maintenance mode" clue but nothing. What are they used for?

I finished the expansion but still not sure what these do. Anyone know their usage?

Thanks, it doesn't make a lot of sense the wind controls were for the command center as the controls were on a mountain in a totally separate area.
