Increasing secondary stats - ID: 680

Hail all,
Quick question, do a character need to have all secondary stat at 18 before they can go up again?
I notice that the two primary stats can keep going up pass 25, but no matter how many times I re-roll the level up, I don't see the secondary stat that is already at 18 go up.
Appreciate any clarification on this. Thanks.

As far as I understand it, the primary stats have to be 25 or over then all the secondary stats have to be at 18 for the secondary stats to continue up...but I could be wrong.
