Can anyone tell me the difference between the charge and use last
Commands options?

Use last Commands is for when there are spells involved, hiding the rogue or the like, while Charge is for straightforward everybody weapons attack.
Edited to add: There may be finer differences that I have missed.
No, you're right: Charge lets everyone attack the enemy, while Repeat Commands does exactly that, repeat your last set of commands. Repeat does not work with Use Item ot Cast Spell, so if one of your characters used an item or cast a spell in the previous round, you'll still be prompted to select an action for them. All other characters will repeat what they did the previous round.
Charge only works when you're facing a single group of enemies, it's not available if you're facing two or more groups.
