A couple of questions about race/class abilities - ID: 471

So I bought the game, and almost immediately also bought the compendium. Thank you for making such an awesome game and such an amazing manual as well. :) That being said, I have a couple of quick questions that I couldn't find the answers to :
1. Rogues get the Perception skill and Sorcerers get SESI / SOSI. Are there things that a Rogue will notice that a sorcerer won't?
2. Some races get +% to certain skills as their racial ability. For example, barbarians get +1% critical strike per 5 levels and hobbits get + open locks. Do these count if the base class doesn't have the skill to start with? Or will they only add to an existing skill? In other words, does a level 5 barbarian warrior have a 1% chance to instantly kill with his attacks? Or does that part of the barbarian racial only apply to rogues and hunters?

1. no, rogues don't have an extra sense here. The spells reproduce the skill in a way.
2. these apply only to already existing skills
