I know the guide states that legendary mode has fixed HP and SP gains for leveling, but is it the same for modern mode?

Im currently in modern mode, and no matter how many times i reload outside of the training hall i can only get the max hit die for HP when i level up (e.g. Rogue gets max HP gain of 8). Is this supposed to happen on modern game mode also? NOTE: all my characters have 18 CN, but only gain their hit die worth of HP.

Yes, modern mode has fixed hp and sp leveling plus the con and int bonus respectively. Play a classic game if you want to try roll maxing... Personally I often prefer char leveling for gains vs roll maxing, but either way you'll get there eventually. Just be careful with bad rolls on classic mode cause that can make the game markedly harder/longer to beat. My first game I had quite a few 1s rolled for hp and didn't bother reloading, wasted a fair bit of time trying to level before starting a new game instead - I wanted to try a different party any how...
