What's the cogwheel for?

I just got it so haven't found a use for it yet. I'm assuming it's for opening the Chamber of Storms.

I don't believe the cogwheel will open the chamber of storms. I think 3 or 4 of them have to be delivered to a location in the coastlands with a couple other items, after you have collected 13 souls. Just checked my log, I thought there was a note in there but apparently not.
