I’ve walked around castle grounds and cannot find the arms master. I also can get into last locked door in tower. Some help please. Thanks

He's in the northeast corner.
If you're referring to the locked door adjoining the archway near the bank and training center, I never managed to open it either. It's not the only door that never gets opened in this game. 8-)
