Someone brought this up and was wondering this the whole time. Seems like the Dietrich works the same as a lockpick but it's way more expensive. Does it have any other special powers besides using it as a regular lockpick?

try equipping it
And if you are still wondering...
after equipping it look at your lock pick skill - increase by 10%
