I just got to lvl. 10 for all my characters. AC modifiers from a paladin spell and mystic shield don't seem to "stack" anymore. Is just the highest modifier used? I went to lvl. 10 and it says that my spells are now cast 2 levels higher. Is this for spells like ray of fire ? It seems to be different than "mastery" of a spell. My spells aren't more powerful, nor do they cost less! Is it a bug?

Yes, the highest modifier is used.

The spell level is used (internally) to determine whether a target can resist a spell. So your spells are more likely to go through magic defenses now.
