Help:Can't finish Watchtower quest - ID: 240

Ok I taken the quest, entered the Tower, I went up, clear all,
went down, used the Rusty Bar to open the secret door, taken the boat, went to say hello in the long corridor to Orc Chief plus all his company: rest in peacel.

Than I exit (clim up one way only exit) and visit the forest (the one with riddle of ULTIMA):
I can't exit because the game tell me that i fist need to help guardmaster. But if I return to him he say that he wating news from me for watch tower...

I know that there should be soldiers to be free, but I'm tottaly lost...
WHAT I'M MISSING?

by the way, I also kill the goblin group guarding the bridge.

Really don't know what to do next

Hello juzanlord,

don't despair... you got a Cell Key from the Orc Chief. Use this Cell Key to open the cell of the prisoner in the cellar of the Watchtower (shortly before the entrance to the goblin caves where you found the orc chief).
Bump into the door, or touch it, and you should see the options - Use Item is for you.
