So...maybe it's not a bug, but it's odd...<br/>
For my Bard...it seems like the only stats he ever gets upon review are Int and Luck.<br/>
I know that, for the past 4 levels (at least) it's been one or the other only.<br/>
So, this time, I saved outside the hall, and reviewed him 20 times.<br/>
Of that, 12 times it was luck, and the other 8, it was Int.<br/>
Should he be able to increase Str/Dex/Con?<br/>

Hi Silk,<br/>

the main stats for a Bard are INT and LUCK, they will be increased with priority until they hit 25.<br/>
So if you don't want him that smart, you have to try the Review/Reload trick, or let him max out on these stats before the other ones rise.<br/>
